Sorry about the delay in getting back to you, but I have been out of town. In regard to your questions re: cleaning terracotta tile, I have found the info at www.stonecare.com very useful. There are commercial tile cleaners and sealers available at home centers and online. Terracotta, if unglazed, tends to be absorbent and will absorb oil and dirt. Light coloreed grout will also absorb dirt if not kept sealed. If soil is deeply inbedded in grout and tile, you may not be able to restore it to its original appearance. It will, however, need a thorough cleaning and sealing. Good luck.
